Well, it’s not Photoshop CS for free, but Adobe plans to release a cut down version of Photoshop as an online web application. The application will be ad supported, so free to use.

Picnik is a new online image editing program. It handles all the image modification operations that you would expect – rotation, cropping, brightness/contrast, white balance, and sharpening.
